The Speaker says she learned in 2003 lawmakers had been told the tactic was being used -- after the CIA misled her earlier about the technique. Says in a 2002 briefing the only mention of waterboarding was that it was not being employed.

The administration is expected to expand its mortgage aid program, offer new measures to help homeowners avoid a blemished credit record. Other new initiatives include ways to allow borrowers to avoid foreclosure by selling their properties or giving them back to lenders.
