Reid: Franken Won't Be Seated Tuesday

The apparent winner of Minnesota's razor-thin Senate race will not assume the seat Tuesday, Sen. Reid's office says. Franken cannot be officially declared the winner until Coleman's legal challenges are resolved. Obama Turns Focus to Budget Tuesday

The decision to name the former White House chief of staff CIA director is being met with wariness on the Hill. Sen.
